Overview of position
The Department of Health and Human Services at Tulare County is seeking a highly experienced individual to direct, plan, implement, coordinate and supervise the activities of the Agency Human Resources Division. They will be responsible for directing the implementation and operation of programmatic and administrative services at the division level, and to provide responsible and technical management staff assistance. This individual will work collaboratively with the County Human Resources Director to meet the Human Resources needs of the Agency.

Responsibilities
• Direct supervision of the Personnel Services Officer, Human Resources support staff, and payroll staff.
• Plan and direct all of the functions of the Health and Human Services Agency Human Resources Division.
• Build relationships with Agency Directors and Managers to better understand their respective operations and assess the various Human Resource needs.
• Implement and provide a comprehensive strategic plan aligned to the Agency’s plan that emphasizes and supports the importance of cultural and workplace diversity throughout various Agency branches and business processes.
• Establish, implement and monitor measurable goals and outcomes for the Human Resources Division that support the Agency’s strategic and tactical goals.
• Provide counsel, guidance and advice on Human Resources matters. Ensure timely and proper disciplinary investigations of matters pertaining to personnel with the Health and Human Services Agency department.
• Provide direction supervision for division staff including interviewing, hiring, assigning, monitoring and evaluating work.
• Assist with the preparation of the Agency annual budget.

Candidate Qualifications

Required
• Graduation from an accredited college or university with major work in public, business, or personnel administration.
• Minimum of 5 years of experience in the Human Resources field with at least 2 in a supervisory position.
• Knowledge of principles and practices of public organizational development, change management, leadership and supervision, evaluation and training.
• Budget preparation and fiscal management
• Possess superior organizational and analytical skills with the ability to analyze the culture, implement change and measure results.
• Superior verbal and written communication skills
• Establish and maintain effective working relationships with a wide variety of individuals and groups including officials, peers, subordinates, and employee organizations.

Preferred

• Masters in Human Resources or Organizational Management strongly preferred
• Experience with change management

*May prepare and file reports of accidents and injuries at establishment. May administer and score aptitude, personality, and interest tests.

*Oversees training and safety programs in context of compliance with government regulations

QUALIFICATIONS:
1. Preferably a bachelor’s degree (or higher) in business administration or related field or 3 + years work experience in Human Resources field with increasing supervisory responsibilities.
2. Thorough knowledge of laws affecting human resources administration
3. Demonstrated management and organizational skills
4. Excellent interpersonal and communication skills
5. Bilingual in Spanish is helpful
